NDI Somalia anticipates hiring a Field Coordinator/Liaison Officer to support NDI’s democratic development programs in Puntland. The new position will be based in Garowe with periodic travel to other locations in Puntland. This position will contribute to the coordination of NDI Somalia program activities in target areas and support the planning, implementation, monitoring, and evaluation of program

activities in a challenging and demanding environment. This position reports to the NDI Somalia Resident Country Director / Program Manager.

Under the supervision and guidance of the Country Director and Program Managers, the Field Coordinator/Liaison Officer is responsible for the following:

  • Operate as the point of contact for all NDI programming in Puntland
  • Coordinate and liaise with Puntland institutional actors, including government, civil society, elders as well as the United Nations and international non-governmental organizations.
  • Support establishment of an NDI office in Garowe
  • Implement logistical and operational support in terms of transportation, communications, procurement, administration and facilities
  • Support development of training and program materials
  • Support overall NDI program delivery
  • Support identification of political, security, logistical and other elements of effective program delivery.
  • Support identification of on-going training needs
  • Collect, analyze and provide information relevant to program delivery in Puntland;
  • Undertake periodic travel in the field and to Nairobi, as required;
  • Attend, monitor, oversee and report on NDI program activities in Puntland
  • Provide reporting and analysis as required on local developments to facilitate NDI reportingrequirements


  • Maintain sound financial records of all expenditures in strict accordance with NDI accounting procedures;
  • Collect data, attendance sheets, minutes and materials from meetings and/or trainings to document NDI activities in accordance with donor requirements.
  • Provide translation and co-facilitation support to NDI events in Puntland.
  • Provide political analysis of events or developments in Puntland;
  • Assist with drafting proposals, reports, memos, updates, work plans, and newsletter articles related to NDI programming in Puntland;
  • Assist in recruiting additional staff, consultants and/or volunteers, as required;


  • Successful completion of secondary education; tertiary education preferred
  • Experience with non-governmental organizations, UN agencies, preferably in Puntland
  • Knowledge of Puntland institutional background, political, traditional structures and dynamics


  • Proven communication and interpersonal skills
  • Ability to work both independently and as a member of a team
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Working knowledge of basic budget and accounting procedures
  • High level of oral and written communication skills in both Somali and English
  • Willingness to travel to remote locations for program delivery
  • Ability and willingness to work with people of all backgrounds, including women, traditional elders and youth
